Answer and explanation
Correct answer: A. In a parliamentary democracy, a minister is responsible for the work of the ministry assigned to that minister and must answer questions raised by Parliament. Answering questions allows elected representatives to seek information, examine government action and hold the executive accountable. This is both departmental responsibility, because the questions concern the minister's own department, and parliamentary accountability, because the minister answers before Parliament. Option A is correct. Option B is wrong because judicial appointments are a separate constitutional and institutional matter, not the meaning of answering routine departmental questions. Option C is wrong because election campaigning is a party or electoral activity, not parliamentary accountability. Option D is wrong because the Rajya Sabha is a continuing House and is not dissolved. The minister may explain policies, provide facts and respond to criticism, but must do so within parliamentary rules. Memory cue: ministers answer to Parliament for their departments.सही उत्तर: A।
