How should the President’s role be understood in appointing ministers on the Prime Minister’s advice?

Correct answer: As a formal constitutional appointment

Correct answer: A, a formal constitutional appointment. The Constitution places the formal power of appointing ministers with the President, but this power is exercised on the advice of the Prime Minister. In a parliamentary system, the Prime Minister normally chooses ministers who can work with the government and belong to the ruling party or alliance, while the President completes the constitutional appointment. This shows the difference between formal authority and practical political leadership. A is correct because it describes the President’s constitutional action without pretending that the choice is made independently. B is wrong because the President does not make a completely personal choice outside the Prime Minister’s advice. C is wrong because appointing a minister is not a judicial order issued by a court. D is wrong because appointment is not direct electoral voting. Memory cue: the President formally appoints; the Prime Minister advises and leads.
