All ministers supporting a decision taken by Cabinet is related to which principle?
Answer and explanation
Correct answer: A — this is the principle of collective responsibility. Cabinet decisions are treated as decisions of the whole Council of Ministers, not merely of the minister who proposed them. Ministers may discuss and disagree privately, but once the Cabinet reaches a decision, they must present a united position in public and Parliament. If a minister cannot accept that decision, the usual democratic convention is to resign rather than openly oppose the government’s stated position. The Council of Ministers is collectively responsible to the Lok Sabha, which can remove the government by withdrawing confidence. B is wrong because judicial review is the power of courts to examine legality. C is wrong because federalism concerns the distribution of power between levels of government. D is wrong because secret ballot concerns voting procedure. Memory cue: one Cabinet decision, one public stand.
