Why is the President's discretionary role considered limited?

Correct answer: Because generally the President acts on Council's advice

Correct answer: A. India follows a parliamentary form of government. In this system, the President is the constitutional head, while the Prime Minister and Council of Ministers exercise political executive authority and are responsible to the elected Lok Sabha. The President generally acts on the aid and advice of the Council of Ministers, so personal discretion is not the normal basis of executive action. In a limited set of constitutional situations, such as choosing a Prime Minister when no party has a clear majority, the President may have some choice, but even then constitutional conventions and democratic majority principles guide the decision. A is correct. B is wrong because the President is fully a constitutional office-holder. C is wrong because the Prime Minister is a central constitutional post. D is wrong because the Lok Sabha is directly elected by the people. Memory cue: constitutional head, usually advised; limited discretion, not unlimited power.
