Why did Bolsheviks keep industries and banks under state control during the Civil War?

Answer and explanation

Correct answer: For wartime economy and resource control

The governing concept is wartime economic centralisation. During the Civil War, the Bolshevik government needed to direct scarce resources toward the army and the cities, organise supplies, control credit and prevent important industries from serving private or opposing interests. State control of banks helped the government manage finance, while control of factories helped regulate production, labour and distribution. Therefore option A is correct: nationalisation was connected with the emergency requirements of war and the wider socialist aim of controlling major resources. Option B is impossible because the monarchy had been overthrown. Options C and D do not explain the policy, since the purpose was not to enrich the royal family, finance the Church or please foreign companies.
