Elected parliamentary government

The governing concept is nineteenth-century liberalism and constitutional government. Liberals generally supported individual rights, equality before the law, representative institutions, and government limited by a constitution rather than unchecked royal authority. An elected parliament was important because it could debate laws, represent at least part of the population, and make executive power answerable to public institutions. The answer does not mean that all liberals immediately supported universal adult suffrage; many restricted voting to property-owning or educated men.
