After the Tsar abdicated, the Provisional Government was formed, but it was not the only influential authority. Soviets, especially workers’ and soldiers’ representatives, continued to have strong support and influence among ordinary people and troops. Thus, formal governmental authority and popular revolutionary authority existed together. Neither centre could easily dominate the other, creating tension over war, administration, and political decisions.
