Why is coordination among ministries necessary?
Answer and explanation
Because implementing many policies requires the involvement of several ministries and departmentsक्योंकि अनेक नीतियों के क्रियान्वयन में कई मंत्रालयों और विभागों की भूमिका होती है
Correct answer: A. Coordination among ministries is necessary because a public policy often affects several areas at the same time. For example, a road-safety policy may involve the Transport Ministry for traffic rules, the Health Ministry for emergency care, the Education Ministry for awareness, and the Home Ministry for enforcement. First, the government identifies the common objective. Next, the ministries divide responsibilities, share information, arrange resources, and follow a common plan. This prevents delay, contradiction, and waste. A is correct because joint implementation needs cooperation. B is wrong: ministries function under the constitutional system and are accountable through the elected government and Parliament; they are not all subordinate to the judiciary. C is wrong because ministries deal with their own responsibilities while also cooperating on connected issues. D is wrong because coordination does not make the Council of Ministers unnecessary; the Council provides political leadership and collective responsibility. Memory cue: one policy, many departments, one coordinated plan.सही उत्तर: A।
