If a law is so vague that an official can declare any critic a criminal, what is the danger?

Answer and explanation

Correct answer: Arbitrary use and harm to expression

A vague law does not clearly tell people what conduct is forbidden or what procedure officials must follow. This gives an authority too much freedom to interpret the rule according to personal preference. Critics may then be labelled criminals merely for expressing disagreement. Such uncertainty weakens the rule of law because similar people may be treated differently, and citizens may silence themselves out of fear.

Option C is correct because it identifies both arbitrary official action and damage to freedom of expression. Voting speed, automatic rights protection and lower election expense do not follow from an unclear law. Clear definitions, stated procedures, evidence and independent review are needed to prevent misuse. In a democracy, criticism of government should not become a crime simply because an official dislikes it.
