Which is the best conclusion in expert understanding of taking a major policy decision?

Correct answer: Policy is a combined process of identifying the problem, taking expert advice, making a political decision, legislative oversight, administrative implementation, and judicial review

Direct answer: A is correct. A major policy decision is not the act of one person or one institution. First, a public problem is identified. Officials and experts may collect information and suggest practical choices. The political executive, especially the Council of Ministers, chooses a course of action. Parliament may discuss, approve, question, or control related laws and spending. The permanent administration then prepares rules and carries out the decision. Courts can examine whether the policy follows the Constitution and the law. Therefore, policy making is a connected institutional process. B is wrong because the Prime Minister leads but does not personally replace the Cabinet, Parliament, administration, or courts. C is wrong because courts review legality; they do not normally make every government policy. D is wrong because media may influence public discussion but cannot itself create or implement policy. Memory cue: identify, decide, legislate, implement, review.
