What makes elections in India free and fair?

Correct answer: A. Administrative neutrality means that election officials and institutions apply the rules without favouring the government, a party, or a particular candidate. An independent Election Commission can make election-related decisions, supervise officials, and respond to violations without improper government pressure. If it becomes dependent on the government, the first essential safeguard to weaken is neutrality: the administration may appear or act partial in scheduling, enforcement, campaign monitoring, polling arrangements, or handling complaints. This can then damage equal competition and public trust. B is a legal eligibility matter, not the main institutional condition described. C is a limited administrative detail and D is irrelevant to fairness. Independence does not mean that the Commission ignores the law; it means that it can implement the law impartially. Memory cue: independent institution, neutral administration.

Correct answer: A. The Model Code of Conduct is intended to help maintain a level playing field during an election. A minister is associated with the government and may be associated by voters with the ruling party. Announcing a new scheme or benefit during this period can appear to use government authority or public resources to influence voters before they cast their ballots. It may give the ruling side an unfair electoral advantage, even if the announcement is presented as public welfare. This is why such conduct can be questioned and must be assessed under the applicable election rules. B concerns voter-list accuracy and is unrelated. C is not the normal effect of a scheme announcement. D concerns counting, not campaign influence. The important idea is not that every welfare measure is automatically wrong, but that timing and possible electoral advantage matter. Memory cue: during elections, government power must not become campaign advantage.

Violence can stop voters from reaching a polling station, entering it safely, or choosing freely without fear. In that situation, the original poll may not represent the genuine choice of the people in the affected area. A re-poll, ordered by the competent election authority under the applicable rules, gives eligible voters another opportunity to participate in a safer and freer environment. It is a remedy for a seriously disturbed electoral process.

The purpose of a re-poll is not to favour a particular candidate or to increase election expenses. Officials must assess the circumstances and follow the required legal procedure before ordering it. Option A is correct because it describes the restoration of voters' free participation and the fairness of the election. The other choices do not address the democratic harm caused by violence.

Counting is the stage that turns individual votes into an official election result. Supervision of counting helps ensure that ballots are handled according to the rules, votes are recorded accurately, and totals are not changed unfairly. This protects the connection between what citizens voted for and the result announced by the election authorities. Transparent procedures and authorized observation strengthen public confidence in that result.

Option A is correct because it describes this direct link: votes cast should be converted correctly into seats or results. Counting supervision does not increase campaign speeches, check a voter’s age at the counting stage, or decide a candidate’s educational qualification. Those matters belong to campaigning, voter registration, or legal eligibility rules. Free and fair elections require trustworthy polling as well as accurate and impartial counting.

Free choice can be weakened not only by open violence but also by indirect pressure. Subtle pressure may include threats of social punishment, misuse of influence, repeated intimidation, or signals that a person could suffer for choosing a particular candidate. Even if no physical attack occurs, such pressure can make the voter act out of fear rather than genuine preference. That is why election fairness requires protection from both visible and hidden coercion.

The other options describe unrelated or positive election activities. Pressure does not create polling stations, provide equal information, or improve counting. The key test is whether voters can decide independently and keep their choice free from improper influence. Therefore option A is correct: indirect pressure can damage democratic freedom even without obvious violence.
