Polling and counting of votes

Voter ID is a primary document for identity verification. Remember the verification process for exams.

At the polling station, officials search for a voter's name in the Electoral Roll. This roll contains the names of registered eligible voters in that constituency. An attendance register may record a voter's attendance after verification, but the initial name check is made using the electoral roll. Exam tip: The electoral roll is also called the voters' list.

After voting, indelible ink is applied to a voter’s finger. The mark remains for some time and helps prevent the same person from voting again. Temporary paint can be removed easily, so it is not suitable for this purpose. Exam tip: Indelible ink is an important safeguard for fair elections.

Secrecy in voting is ensured by the principle of the secret ballot. It keeps a voter’s choice private, allowing the voter to decide freely without pressure, threats, or influence. Universal adult franchise concerns the right of all adult citizens to vote, not the privacy of their vote. Exam tip: Link both voter freedom and vote secrecy with the secret ballot.

The Presiding Officer is in overall charge of a polling station. They coordinate the polling staff, ensure that voting is conducted secretly and according to rules, and supervise procedures such as sealing the EVM after polling. Polling Officers assist the Presiding Officer, but they are not the overall in-charge. Exam tip: For ‘overall management’ or ‘in-charge of a polling station’, choose Presiding Officer.

After polling ends, the EVM is sealed according to the prescribed procedure and kept in secure custody. It is opened only on the counting day in the presence of authorised officials. Opening it immediately is incorrect because results are declared only after the counting process. Exam tip: Remember the sequence for EVMs—sealing, secure custody, and counting.

Votes are counted at a designated counting centre fixed by the Election Commission. Election officials count votes from ballot boxes or EVMs there under security and in the presence of candidates’ agents. A post office may be involved in sending postal ballots, but it is not the usual venue for vote counting. Exam tip: A polling station and a counting centre are different places.

During counting, candidates may appoint counting agents. They observe the counting process and may raise an objection or point out an error before the appropriate officer. Presiding and polling officers mainly perform duties on polling day, while election observers monitor elections on behalf of the Election Commission. Exam tip: When the question mentions a candidate's representative during counting, choose counting agent.

In India, a citizen can register as a voter and exercise the right to vote on attaining 18 years of age. Therefore, 18 years is the correct answer. The voting age was earlier 21 years, but it was reduced to 18 by the 61st Constitutional Amendment Act, 1988. Exam tip: Remember the present voting age along with the 61st Constitutional Amendment.

Security personnel are responsible for maintaining peace, safety and discipline at a polling station. They help manage entry and queues and prevent disorder. Polling agents observe the process on behalf of candidates, but they do not maintain order. Exam tip: Remember that election monitoring duties and security duties are different.

To cast a vote, a person's name must be entered in the electoral roll of the relevant constituency. Therefore, a person whose name is missing from the roll generally cannot vote. They may apply to have their name included and may still campaign or attend a public meeting; these activities are not the same as voting. Exam tip: For voting, being of eligible age is not enough; registration on the electoral roll is also required.

When a voter presses a button on an EVM, a beep is normally heard and the red indicator light beside the selected candidate glows briefly. This shows that the vote has been recorded. Signing the voters’ list is part of voter verification and procedure, not an indication from the machine that the vote was recorded. Exam tip: Remember the beep and red indicator light as the sign of a recorded vote in an EVM.

Transparency in counting means that candidates or their agents can observe the process and that rules are followed openly. It reduces the possibility of incorrect counting or manipulation and helps people trust that the result is fair. Increasing time or cost is not the purpose of transparency. Exam tip: In election questions, transparency is mainly linked with fairness, accountability, and public trust.

The Election Commission of India conducts elections to the Lok Sabha, State Legislatures, and the offices of the President and Vice-President. It is an independent constitutional body that supervises electoral processes such as electoral rolls, polling and counting of votes. Parliament makes laws but does not conduct elections. Exam tip: Remember the Election Commission as the body that conducts elections.

After the voter’s identity is verified, the voter signs the electoral register or gives a thumb impression. The voter is then marked with indelible ink and proceeds to vote on the EVM. Counting begins only after polling is over, so option B is not correct. Exam tip: remember the sequence—identification, signature/thumb impression, ink mark, and then voting.

After polling ends, EVMs and other polling materials are secured and preparations are made for vote counting. In counting, the votes received by candidates are counted to determine the result. A re-poll is held only in special circumstances, so it is not the usual next stage after polling. Exam tip: Remember the usual sequence—nomination, campaigning, polling, counting, and results.

In vote counting, the votes received by each candidate are counted. The candidate with the highest number of valid votes is declared the winner. Nomination is the process of becoming a candidate, while campaigning and voter registration take place before voting. Exam tip: The process directly linked to declaring an election result is vote counting.

A voting compartment lets a voter mark their choice without pressure, observation, or interference from others. It therefore protects secret voting and the voter’s freedom of choice. Identity verification is done outside the compartment, so option B is not correct. Exam tip: Associate a voting compartment with secrecy of voting.

The Result Sheet, Form 20, officially records the votes secured by each candidate after counting. It is used to prepare the final result for the constituency. A voter information slip is useful for voting, not for recording counting results. Exam tip: Remember Form 20 as the result sheet used in the counting process.

When serious irregularities, violence, or a major technical problem affects voting at a polling station or in a constituency, the Election Commission may order voting again. This is called a repoll. A by-election is held when a seat falls vacant during its term, so it is a different process. Exam tip: “Voting again” indicates a repoll.
