Why should elections and elite role be studied together in the Nazi rise?

Nazi success cannot be explained by election results alone. The party gained a substantial popular vote, especially during the economic and political crisis, but it did not win an outright majority that independently gave Hitler unlimited authority. Conservative politicians, industrialists, military figures and President Hindenburg also mattered because elite negotiations eventually led to Hitler’s appointment as Chancellor in January 1933. Some elites believed they could control or use him, but their decision opened the path to dictatorship. Option A is correct: mass support created pressure and political bargaining among elites delivered office. The other choices deny either elections or the important role of conservative power brokers.
