Why is it incomplete to call Nazi electoral success only a free choice?

Nazi electoral gains did include real votes, so it would be inaccurate to say that voters played no role. However, calling the result only a free and neutral choice ignores the circumstances in which people made decisions. The Great Depression produced unemployment and insecurity; Nazi propaganda promised national revival; paramilitary violence intimidated opponents; and after 1933, emergency measures and censorship sharply reduced political freedom. Opposition parties and newspapers could not compete on equal terms. Option A is correct because propaganda, fear, violence and crisis shaped the political environment. The other options are factually extreme or deny the existence of elections and voters.
