Why are cahiers called political sources and not merely lists of complaints?

Cahiers were written registers of grievances and proposals prepared before the meeting of the Estates-General in 1789. They were not merely emotional complaints. Different groups used them to describe taxes, privileges, administration, representation and the reforms they wanted from government. Because they recorded what communities and social groups expected from public authority, historians use them to study political opinion at the beginning of the French Revolution.
