In which situation can a low density area still be important in national planning?

Answer and explanation

Correct answer: When the area is resource rich or border located

Population density tells us how many people live in a unit of area, but it does not by itself show the total importance of a place. A sparsely populated region may contain minerals, forests, water, energy resources, or fertile land. It may also lie on an international boundary and therefore have strategic importance. National planning must consider such wider economic, environmental, and security needs, not only the number of residents.

Option A is correct because it gives two valid reasons why a low-density area may need special attention. Options B, C, and D do not describe useful planning conditions: being absent from a map, having no land, or being difficult to count does not make an area nationally important. Thus low population density should never be treated as proof of low priority.
