The governing concept is that human rights are universal limits on power, not benefits granted only by popular preference. A majority may legitimately make many political decisions, but it must not remove the basic dignity, equality, liberty or security of minorities and other vulnerable groups. If rights depend entirely on majority will, an unpopular community may have no protection when public prejudice becomes strong.
