If rules in society are public but written in language ordinary people cannot understand what democratic weakness may exist?

Answer and explanation

Correct answer: Lack of understandable transparency

Transparency does not simply mean that rules exist somewhere in public. People must also be able to access, read and understand those rules. If official language is so difficult that ordinary citizens cannot know what is required, what rights they have or how decisions are made, the information is not truly useful to them. Understandable communication is necessary for meaningful participation and accountability.

Option A is correct because the situation shows a lack of understandable transparency. Citizens cannot question authorities or follow rules properly when the rules are beyond their understanding. Excessive voting, majority power and leadership are different issues and do not describe this problem. A democratic system should present public information in clear, accessible language so that people can make informed judgments and hold institutions responsible.
