If a policy keeps weaker groups away from access to justice, how should it be viewed from a human rights perspective?

The governing concept is meaningful access to justice. A right is weak in practice if people cannot report violations, obtain legal advice, approach an authority, receive a fair hearing or secure an effective remedy. Policies that exclude poorer, marginalised or otherwise vulnerable groups can therefore deepen inequality and leave violations unaddressed. Option A is correct because such exclusion weakens both equality before law and the wider system of human-rights protection. Option B is the opposite of the facts, option C mislabels exclusion as support, and option D does not follow: restricting access does not make courts independent. Fair procedures, affordable assistance and accessible institutions are essential.
