If a community has to live continuously in an atmosphere of fear and violence, which human-rights value is affected?

The right to security and dignity

Continuous fear and violence threaten people’s physical safety, mental well-being and ability to live with dignity. Security is necessary for individuals and communities to exercise other rights, participate in public life and make choices without coercion. Violence can also produce displacement, humiliation, discrimination and loss of trust in public institutions. Therefore option A correctly identifies the affected human-rights values. Options B, C and D describe isolated daily activities or facilities; they do not name the central rights problem created by a climate of violence. The question is not asking whether shopping, sport or travel may be disturbed, but which fundamental value is directly undermined by persistent fear and insecurity.
