Why might an artwork deliberately make the viewer's eye wander?

The governing concept is visual movement within composition. Artists control the viewer’s eye through lines, contrasts, repeated forms, uneven spacing, diagonals, cropping, and competing points of emphasis. A deliberately wandering eye can make the viewer feel that a scene is confusing, unstable, exploratory, unfinished, or emotionally restless.
