If a form has too many highlights and very few shadows, what effect will occur?

The governing concept is tonal balance in the representation of volume. A three-dimensional form is understood through relationships among light, middle tone, core shadow, reflected light, and cast shadow. If highlights occupy too much of the drawing and dark areas are scarce, the turning of the surface is not sufficiently described. The object may appear washed out, shallow, or flat because the eye lacks a convincing range of values with which to read depth. Option B is correct. Option A is the opposite of the likely result, since excessive highlights usually make the form lighter rather than very dark.
