Under which condition can net migration be zero even when population movement is very large?

Answer and explanation

Correct answer: When in-migration and out-migration are both large but equal

Net migration is the difference between in-migration and out-migration. It does not measure the total number of people who move. Consequently, large movements in both directions can cancel each other when the numbers entering and leaving are equal. A zero net value therefore does not necessarily mean that there was no movement.

For example, if 100,000 people enter and 100,000 people leave, net migration is \(100000-100000=0\), but 200,000 movements have occurred in total. Thus, the correct condition is that in-migration and out-migration are both large and equal. Option A is correct. “Nobody moves” is another situation producing zero net migration, but it does not describe very large movement.
