At expert level which will be the strongest outcome based indicator for women and work issues?

Correct answer: Safe work stable income decision power social security and reduction in unpaid burden

The direct answer is A: safe work, stable income, decision power, social security and reduction in unpaid burden. An outcome-based indicator asks what actually changes in workers’ lives, rather than merely counting an activity. For women and work, strong assessment should examine whether women obtain safe conditions, reliable earnings, fair wages, control over income, participation in decisions, access to social protection and less unfair unpaid care work. Option A is correct because it combines several real outcomes and therefore gives a broad picture of empowerment and policy success. Option B, enrolment numbers only, measures participation or reach, but does not show whether the programme improved income, safety or power. Option C, a poster campaign only, measures an activity or awareness effort, not its real effect on employment conditions. Option D, a job-title list only, records labels but cannot show pay, security, authority, quality of work or sustainability. A good evaluation may use both numerical data and workers’ experiences, compare results over time, and check whether benefits reach different groups. Memory cue: outputs count what was done; outcomes show what changed.
